This is first product of StEER's Level 3 response to the 10 December 2021 Midwest Tornado outbreak culminated in a single joint PVRR-EARR, a hybrid of StEER’s standard Preliminary Virtual Reconnaissance Report (PVRR) and Early Access Reconnaissance Report (EARR): (1) summarizing the genesis and hazard characteristics of these tornadoes, (2) providing an overview of the regulatory environment in Kentucky, (3) outlining StEER’s field response and reconnaissance methodology, (4) documenting the performance of a wide range of buildings and other infrastructure, and (5) recommending topics worthy of continued study by the natural hazards engineering community and affiliated fields. The PVRR-EARR includes both the official report as well as a supplementary media repository containing additional imagery gathered by the VAST. The report is a combination of both virtual reconnaissance by StEER's VAST and field investigations by StEER's FAST.
